Michael is a senior competition lawyer with significant antitrust, merger control, EU state aid, public/utilities procurement and EU trade law experience. He also has private practice and in-house experience and EU institutions and operations understanding (trained at Commission and EU Court).

Michael has broad experience in UK and EU antitrust and merger control, EU/UK procurement, EU state aid and EU trade law.

Michael has significant EU and UK merger control experience; He has been involved in a number of multijurisdictional merger control filings and over the years worked for major global private equity funds.

Michael also has experience of dealing with the European Commission (EC) and the Competition and Markets Authority (CMA) in respect of cartel investigations, leniency applications, settlement agreements, company directors’ disqualification and fining as well as providing competition law compliance and dawn raid training to clients across a range of sectors.

Michael has significant EU state aid experience (notifications of aid, complaints by competitors, formal legal opinions, recovery of unlawfully awarded state aid, etc.) acting for public donors and state aid beneficiaries.

Michael has also important public/utilities procurement law experience advising and supporting contracting entities with their formal tendering process or acting for bidders and filing complaints against contracting entities, which are in breach of the procurement rules.

Advising global (US based) tobacco processing client on the EC’s raw tobacco cartel investigation

Advising on cartel investigations, dawn raids preparation and leniency application to the European Commission. Attending oral hearing.

Advising global (US) paper, home/health products manufacturer on EU state aid investigation

Advising during Commission investigation, assisting on preparing EU Court appeal against Commission negative decision and aid recovery order (more than €110 million) and attending hearings at EU Court.

Advising 3rd party on CMA merger investigation between number 1 and 2 players in UK

Advising UK PLC in their intervention in CMA merger investigation in completed merger in car data sector (number 2 buying number 1 player). Client opposed the merger successfully and persuaded CMA to request divestments of assets by purchaser. Client then became the upfront buyer and bought from purchaser number 2 player at a good price.

Advising London Metropolitan Police on setting up major IT consultancy services framework

Advising MET from “cradle to grave” on procurement process: contract notice, procurement documents, clarifications questions, evaluation criteria and framework agreement terms and conditions.

Advising postal services network operator on restrictive covenants

Advising on covenants on network member prohibiting use of alternative payments platforms. Working with economic consultants Oxera to provide economic analysis on pro-competitive effects of network arrangements to justify the restrictions.

Advising UK distributors of German manufacturer of bio cosmetic projects on distribution system in the UK and on ban on sales by its UK retailers on online platforms (Amazon, eBay, etc.) after the Coty jurisprudence.

Advising UK fund on investments in major farming businesses in sub-Saharan countries under the Comesa merger control regime. 

Advising Govia on the procurement of train rolling stock.

Advising Alstom on the London Underground/TfL PPP state aid.

Advising Network Rail on the transformation of the Paddington railway station and on the UK Government guarantee of £40 billion for Network Rail to raise funding on Capital markets.

Advising Canary Wharf manager on Crossrail station under the utilities procurement rules.

Transformation of London Olympic Park and Stadium in Stratford

Advising on a range of procurements to transform the Olympic Stadium into a football and baseball pitch including the appointment (competitive dialogue procedure) of Vinci as the operator of the London Stadium. Advising on all procurement processes for the transformation of the Olympic Park into Queen Elizabeth II Park and the provision of a six-form School and real estate development in the fringes of the Park.

Great Ormond Street Hospital part transformation project

Advising on the transformation (design and build contract) of the entrance area of hospital (all aspects (competitive dialogue procedure)).
