Rebecca is the London managing partner and also leads the firm's real estate and projects group. Rebecca has been advising on energy and infrastructure projects for decades and her work now spans decarbonisation, transport and other infrastructure sectors.

Rebecca specialises in energy, infrastructure and construction projects. She advises funders, sponsors, contractors and government at all levels in a wide range of infrastructure sectors, including transport (road, rail and aviation), energy (including renewables), waste, energy from waste, as well as social infrastructure.

Rebecca has advised on many forms of project including project financing, including PPP, and PFI, outsourcing, joint ventures and strategic partnerships.

Rebecca also advises on construction matters advising developers, contractors, sponsors, funders and public sector bodies on the construction aspects of real estate development and investment projects.

Public procurement law is another area of specialism, whether advising procuring authorities or contractors and suppliers who are bidding for public contracts. Rebecca has particular experience of advising suppliers to the NHS in the life sciences sector on public procurement issues, to aid their route to market.

Interserve and Kajima

Advised the consortium on the UK government’s Priority School Building Programme, the first to use PF2. Achieved financial close of the £122 million HLR project for seven secondary schools.

Hitachi Europe

Advised on bids to supply and maintain ground breaking proton beam therapy equipment in hospitals in the UK and Denmark.

North London Waste Authority

Advising on the North London Heat and Power project, a £450-500 million energy recovery facility. Currently advising on the application for a Development Consent Order for this nationally significant project.

CNDR PFI project

Advising the sponsors on operational matters on the £176 million Carlisle Northern Distributor Route road PFI project.

Lagos airport PPP

Advised a consortium bidding for the PPP concession to design, build, operate, finance and maintain the new Lekki-Epe International Airport in Lagos, Nigeria.

Secondary markets

Acting for Equitix and Dutch Infrastructure Fund on secondary market acquisitions.

Advised on the Smart Energy Islands project, a project to facilitate a move to a low carbon community on the Isles of Scilly.

North London Waste Authority

Advising on the North London Heat and  Power Project, a £1 billion energy recovery facility.  We are advising on all planning, environmental, construction and public law aspects.

Cofely Fabricom

Advising on the EPC and O&M contracts for a series of ground mounted solar PV projects in the UK.

Advised on the project financing of the acquisition and development of a portfolio of UK onshore wind projects.

Advising on the North London Heat and Power Project, a £1 billion energy recovery facility.  This involves drafting and negotiating a series of construction contracts using NEC4 and IChemE forms.

HS2

Advising a consortium of Laing O'Rourke, FCC and Murphy on its bids for HS2 civils contract packages.

Royal National Orthopaedic Hospital NHS Trust

Advising the Trust on the development of new clinical facilities at the hospital and also on a new private patient unit.

Post Office

Advising the Post Office on a series of projects and contracts including advice on public procurement matters.

City of Cape Town

Advised on the establishment of the City’s new transport and urban development authority – TDA Cape Town. TDA is responsible for implementing the City’s Transit Oriented Development Strategic Framework which aims to reduce long-distance commutes and urban sprawl, and to lead to higher density housing opportunities in Cape Town thereby helping reverse the legacy of apartheid on the urban form.

North London Waste Authority

Advising on the North London Heat and Power Project, a £1 billion energy recovery facility.  We are advising on all planning, environmental, construction and public law aspects.

Crossrail rolling stock project

Advised Hitachi Rail Europe on its bid for the Crossrail rolling stock project.

European Train Control System

Advising Hitachi Rail Europe on a series of ETCS projects to provide high tech, on board signalling equipment as part of the European Rail Traffic Management System.

Balfour Beatty

Advised on the Carlisle Northern Distributor Route PFI, including on significant rail interface and construction issues.
