Rebecca has advised on infrastructure projects since the late 1990s, covering construction, design and build and PPP projects. Since then, she has been involved in many UK government infrastructure programmes, including PFI, NHS LIFT, BSF and PF2. She has advised on PPP projects throughout Europe and in Africa.
With a client base covering sponsors, contractors, funders and governments, Rebecca works on both greenfield projects and in the secondary markets. Her clients also come to her for help on operational projects.
Rebecca covers all infrastructure sectors including transport, accommodation, waste and energy. Her energy work includes energy from waste, district heating, solar and on-shore wind projects.
Aside from infrastructure, Rebecca’s work in the public sector has included commercial contracts including outsourcing, strategic partnerships and facilities management projects. She has been involved in many innovative forms of delivery of public services, including advising bidders on Payment by Results projects.
Specialising in public law, Rebecca regularly advises both government bodies and bidders on public procurement matters. She has particular experience of helping clients who supply into the public sector to navigate their way successfully through the public procurement regulations.
