Phil is a managing associate in the projects and infrastructure team. He has advised central and local government, sponsors, sub-contractors, funders and secondary market participants throughout the UK, Europe and Africa. For over 10 years, Phil has worked on every UK government infrastructure programme.

Phil's clients cover all infrastructure sectors, including accommodation, energy, transport and waste. He has worked alongside clients delivering availability and demand based projects, as well as clients purchasing assets in the secondary market. He frequently helps clients with pragmatic advice to issues that arise during operations.

Phil also advises clients on complex procurement and public law issues. He also advises more generally on commercial matters relating to service delivery such as outsourcing and the provision of specialist IT and financial services.
