Tammy Samuel has joined the rail team at international law firm Stephenson Harwood LLP. Tammy joins from Dentons, where she was a partner in the rail group. Prior to this, she was a senior associate at Freshfields Bruckhaus Deringer.
Tammy is a rail expert, advising on all aspects of the heavy and light rail markets both in the UK and internationally. Her clients include rolling stock manufacturers and maintainers, train operators and the public sector. Her experience includes providing comprehensive advice on railway franchises and concessions (including in bidding and operational phases); PPP; rolling stock procurement (including manufacturing and maintenance arrangements); infrastructure development (including station and depot construction); and on regulatory matters (including the development of new regulatory frameworks).
Tammy's projects have included advising bidders in all rounds of franchising and concessioning including bids for East Coast, West Coast, Northern, Great Western, Southern, Scotrail, CrossCountry and London Overground. She has advised on the most high profile rolling stock procurements in the UK and internationally including Thameslink, IEP and PRASA in South Africa. She has also advised on successful tram projects in Blackpool and Birmingham. Tammy has experience more generally on transport projects and PPPs, including advising the Highways Agency on the M25 PPP and the Ministry of Defence on a multi-billion pound project for maritime support. Whilst at Freshfields, she also advised London Underground on its PPP contracts.
Tammy re-joins a considerable number of her other former colleagues from Freshfields Bruckhaus Deringer and Dentons who are already at Stephenson Harwood LLP including Graeme McLellan, global head of rail at Stephenson Harwood.
