Zoe is an associate in Stephenson Harwood's award-winning rail team.

Zoe advises both public and private sector clients on a wide range of rail matters, including advising on bids for franchise agreements, franchise mobilisations, procurement documentation, manufacture, supply and maintenance contracts and regulatory regimes.

Prior to joining Stephenson Harwood, Zoe worked at top tier national New Zealand law firm Chapman Tripp where she advised private and public sector clients on a broad range of contractual issues, with particular expertise in commercial and infrastructure projects and procurement issues.

Zoe's recent experience includes advising Abellio on its successful bid to run the East Anglia franchise and subsequently on the mobilisation and migration of its operations. Zoe has also recently advised London Underground on the procurement of new traction and train control systems for the Central Line tube trains, including maintenance, spares supply and support services.

Advising on bids to manufacture new rolling stock, together with related manufacturing and maintenance contracts.

Advising on the operation of the rail industry and its regulation.

Advising on bids for UK franchises and concessions, including East Anglia (Abellio).

Regulation

Advising on the operation of the rail industry and its regulation, including Transport for London on the proposed regulatory arrangements for Crossrail and yellow plant.

Rolling stock

Advising a rolling stock manufacture (CAF) on various UK bids and also in relation to the manufacture and maintenance arrangements for the Northern franchise. Advising Transport for London on its manufacture, supply and maintenance contracts for the procurement of yellow plant for London Underground and Crossrail, as well as for the procurement of new traction and trains control systems for the Central Line tube trains.

Day to day operations

Advising incumbent operators such as Arriva Rail North and Trenitalia C2C on aspects of their ongoing franchise operations.
