Richard is an associate in Stephenson Harwood's award-winning rail team.

Richard has worked in the rail industry for most of his professional career, with a clear understanding of the industry from the perspective of the businesses operating within it. 

Richard advises both public and private sector clients on a wide range of rail matters, including franchising arrangements, rolling stock financing, manufacture, supply and maintenance contracts, and regulatory regimes including access documentation.

Richard previously worked at magic circle law firm Clifford Chance, where he acted for clients on a variety of energy and infrastructure matters.

Prior to entering the legal profession, Richard also worked for Network Rail in a project management capacity on the Crossrail programme, managing projects in bridge reconstructions, overhead electrification and rail-side depots.

In regards to authorship, Richard authors articles in various industry publications on some of the latest rail issues.

Rail contracts

Advising on aspects of the rail industry including bids in relation to UK franchises and the on-going operation of franchise agreements.

Rolling stock

Advising on the financing of rolling stock and contracts relating to their manufacture, modification, refurbishment and maintenance (for both manufacturers and sponsors).

Rail regulation

Advising on the operation of the rail industry and its regulation.

Infrastructure

Advising finance parties on various energy and infrastructure projects, including wind farms, powerships and PPP hospitals.

Franchising and concessions

Advising Arriva in relation to its bid for the Wales & Borders franchise. This involved a unique structure whereby the successful bidder will become responsible for railway services and, on the Cardiff Valley Lines, infrastructure management.

Day-to-day operations

Advising incumbent operators such as Trenitalia C2C and various Arriva franchisees on aspects of their ongoing franchise operations.

Rolling stock procurement

Advising on the procurement aspects and contract negotiations for the manufacture, supply and maintenance of rolling stock including manufacturers such as Kiepe Electric UK and the Spanish manufacturer CAF and sponsors such as London Underground.

Rolling stock financing

Advising finance parties on the sale and acquisition of rolling stock, including Lloyds Bank and the Royal Bank of Scotland on the sale of a fleet of Voyager passenger train rolling stock to Beacon Rail Leasing.

Regulation

Advising on the operation of the rail industry and its regulation, including Transport for London on the proposed regulatory arrangements for Crossrail and on the negotiation of the access documentation for Crossrail services on the Heathrow Airport infrastructure.
