Rebecca has advised on infrastructure projects since the late 1990s, covering construction, design and build and PPP projects. Since then, she has been involved in every UK government infrastructure programme, including PFI, NHS LIFT, BSF and PF2. She has advised on PPP projects throughout Europe and in Africa.

With a client base covering sponsors, contractors, funders and governments, Rebecca works on both greenfield projects and in the secondary markets. Her clients also come to her for help on operational projects.

Rebecca covers all infrastructure sectors including transport, accommodation, waste and energy. Her energy work includes energy from waste, district heating, solar and on-shore wind projects.

Aside from infrastructure, Rebecca’s work in the public sector has included outsourcing, strategic partnerships and facilities management projects. She has been involved in many innovative forms of delivery of public services, including advising bidders on Payment by Results projects.

Specialising in public law, Rebecca regularly advises both government bodies and bidders on public procurement matters.

Interserve and Kajima

Advised the consortium on the UK government’s Priority School Building Programme, the first to use PF2. Achieved financial close of the £122m HLR project for 7 secondary schools.

Hitachi Europe

Advised on bids to supply and maintain ground breaking proton beam therapy equipment in hospitals in the UK and Denmark.

North London Waste Authority

Advising on the North London Heat and Power project, a £450-500m energy recovery facility. Currently advising on the application for a Development Consent Order for this nationally significant project.

Circuit of Wales

Advising the sponsor on this £300m development of an international motor racing circuit and industrial and technology park.

Lagos airport PPP

Advised a consortium bidding for the PPP concession to design, build, operate, finance and maintain the new Lekki-Epe International Airport in Lagos, Nigeria.

Acting for Equitix and Dutch Infrastructure Fund on secondary market acquisitions.
