Jean-François is an associate with experience advising on the full spectrum of competition law, and more specifically, in cartels and abuse of dominance matters. Having worked both in private practice at large international law firms and at competition authorities (i.e. the European Commission and the UK's Competition & Markets Authority), he is able to offer clients valuable insights into how regulators approach antitrust cases.

Jean-François has significant experience in cartel matters. He spent several years at the European Commission working on high profile cartel investigations and in the defence of European Commission cartel decisions before the General Court.

In private practice, Jean-François has, amongst other things, advised clients on settlement cases before the French Competition Authority as well as prepared and submitted leniency applications to the European Commission and various National Competition Authorities.

As a contributor to the e-Competitions Bulletin he published several articles on national and EU cartel cases.

He has valuable experience of EU market-based investigations as he has advised on complaints against abuses by dominant companies and formed part of the task force set up by the European Commission to carry out the Pharmaceutical Sector Inquiry.

Jean-François also has expertise in State aid matters and supported the Monitoring Trustees appointed by the European Commission to monitor the implementation of a State aid Decision in the financial sector. He has also advised French and UK clients on the application of State aid rules.

He also advises on merger control issues at both EU and UK levels.

Cartel investigations 

Acting for an international bank in an EU investigation, including preparing and applying for leniency before the European Commission and various National Competition Authorities, as well as advising on settlement negotiations.

Acting for a food company in a French investigation, including replying to the Competition Authority's objections; preparing settlement submissions; advising on a compliance programme and representing the client at the oral hearing.

Participating in investigations by the European Commission and the UK competition authority, including analysing evidence; drafting statements of objections/decisions, as well as preparing and participating in oral hearings.

Preparing and participating in the defence of a European Commission Decision before the General Court.

Abuse of market power

Advising a retail sector company on the legality of potentially abusive predatory pricing practices.

Advising an industrial engineering group active in the mining sector in relation to a European Commission antitrust investigation into tying provisions.

Analysing competition market dynamics for the European Commission's Pharmaceutical Sector Inquiry.

State aid

Ensuring a financial company's compliance with a State aid decision by supporting the Monitoring Trustees appointed by the European Commission, including analysing the company's internal reports and financial data.

Drafting submissions to the French ​authorities regarding EU State aid rules in the veterinary sector.

Commercial agreements

Advising a postal operator on the legality of certain long term exclusivity provisions.

Advising on the legality of an exclusive commercial relationship between two energy companies which included a potential technology transfer under EU competition rules.

Mergers

Analysing the potential consequences of mergers in the pharmaceutical and refrigeration sectors whilst at the UK competition authority.
