Rail is at the heart of what Darren does. He has extensive experience in all aspects of rail and has worked in-house, having a clear understanding how rail businesses work. Franchising/concessioning, regulation and rolling stock are all areas of expertise.

Darren has worked in the railway industry throughout his career. As a result, he has significant expertise and a real understanding of how the industry operates and how rail businesses operate, having spent time in-house in rail businesses. He advises incumbent franchisees on all aspects of the day-to-day operation of their franchise. He brings this operational experience to advise franchise bidders on their bids for new franchises and the key touch points of the procuring entity.

In particular, Darren advised Northern Rail on its direct award franchise and continues to advise the team, including as lead associate in relation to the recent cascades of rolling stock into/out of the franchise and on aspects of its regulated contracts.

He is also a member of the team advising on the new regulatory regime for the Crossrail central operating section, a high profile project which requires innovation and a deep understanding of industry laws, regulation and practice.

Darren was the lead associate advising CAF on its successful bid to provide new rolling stock for the Caledonian Sleeper franchise, both in relation to the manufacture and maintenance arrangements.

In regards to authorship, Darren authors articles in various industry publications on some of the latest rail issues.

Rail contracts

Advising on all aspects of the rail industry, including bids for franchise/concession agreements and the on-going operation of franchise agreements.

New rolling stock

Advising on bids to manufacture new rolling stock, together with related manufacturing and maintenance contracts.

Rail regulation

Offering tailored advice on the operation of the rail industry and its regulation, including contested applications for access and the development of a new regulatory regime.

Franchising and concessions

Advising on various bids for UK franchises and concessions, including Docklands Light Railway (Stagecoach), ScotRail (National Express) and London Overground 2 (Arriva). 

Regulation

Advising on all aspects of rail regulation, including Transport for London on the proposed regulatory arrangements for Crossrail and various incumbent operators on aspects of their agreed and contested (section 17) track and station access arrangements.

Rolling stock

Advising franchise bidders on rolling stock procurement. Advising a rolling stock manufacturer (CAF) on various UK bids and also in relation to the manufacture and maintenance arrangements for the Caledonian Sleeper franchise.

Day-to-day operations

Advising incumbent operators (including Northern Rail and Abellio Greater Anglia) on aspects of their on-going franchise operations and amendments to those arrangements.
